Obituary for Jeffrey Cole Warren
Jeffrey C. Warren, (81), died peacefully this past Thursday, September 27, 2018, in his home. He had been a full-time resident of Kilmarnock since 1997, following retirement as an association executive in Washington, D.C. He was an avid oil painter and served as President of the Rappahannock Art League in 2007 and 2008. Also an avid reader, he was a Life Member of the Lancaster Community Library. His family remembers Jeff diligently and happily reading all of the New York Times 100 Notable Books. Also a dedicated cyclist for most of his years in Kilmarnock, he could be seen riding often in Lancaster and Northumberland counties. He wrote in the Rappahannock Record of his cycling experiences in the Rockies in 2004, in Vietnam in 2000, where he rode with a group from Hanoi to Saigon, and in 2002 when he and a friend rode from Kilmarnock to Daytona Beach, FL. He and his wife of 55 years, Frances Pugh Warren, lived on Indian Creek in the remodeled
home originally built by her father, George Earl Pugh and mother, Altavieve S. Pugh, in 1946.
He retired as Vice President of Communications at the Pharmaceutical Research and Manufacturers of America (PhRMA) In Washington, D.C. In 1995, he was chosen by Public Relations Quarterly as one of the top 100 public relations professionals in the country. Earlier in his career he served as Executive Assistant to Postmaster General Winton M. Blount, and was recognized in 1971 for his role in the successful effort to enact legislation to modernize the old U.S. Post Office Department from a Cabinet Department to a government-sponsored corporation, the U.S. Postal Service.
In 1973-74, Jeff served as chief speechwriter for Health and Human Services’ Secretary Casper (Cap) Weinberger (who later became the Secretary of Defense). He began his career as a journalist at the Daily Press in its Williamsburg office. During that time, Jeff was proud to have interviewed Dr. Martin Luther King, Jr. He moved later to the Ledger Star in its Virginia Beach office. Prior to that, he was a proud officer in the U.S. Navy.
Jeff is remembered by one of his colleagues as a man who “was not only talented and fun … [but was] most of all a true Gentleman.”
Jeff is survived by his wife Frances (Fran), son Ryan, and brother Richard P. Warren and wife, Janet, of Montgomery, AL.
